It depends on what factors you are basing your decision on. Ease of installation and cost, maybe Juice Box or similar units.

Power output number 1 priority, Jettuning PCV, or Bazzaz .

There isn't any fuel controller that will allow the CBR250R to hit 12k in 6th gear (stock gearing), or 5th gear for that matter. 6th gear @ 12k is 121 mph, 5th gear @ 12k is 104 mph, way faster than horsepower can get you.

The stock rev limit of 10.5k can't be hit in 6th gear which would be 106 mph due to lack of power. 5th @ 10.5k is 91 mph which is very much a stretch for this bike, as the power is much reduced - peak power is at 8.5k and at 10.5k, power is lower.

if you had a higher rev limit, which the Jettuning PCV provides (11.5K), you would be able to reach it in 1st thru 3rd, possibility 4th, but not in 5th or 6th. This discussion is referring to a bike with stock 14/38 gearing.

Remember that the energy needed as you increase speed is not linear. To go 1.1 times faster requires 1.21 times the energy, doubling your speed requires 4 times the energy.

In total how much BHP can I expect from a PV5 with stock exhaust ???

The Indian CBR250R has BHP locked to 25...
Where as USA has 26.7 I guess
So thats the minimum gain then ???

Can Stock bike reach 28 BHP ???
(I am using K&N Filter)
