I have the non abs version & it's just a different colour, exhaust is black & frame is silver. Even without abs it's still great fun to ride & stops fine.
Joe, I bet the bike is still fantastic. My family and I live in Laredo, Texas and though my commute to work everyday is 4.1 miles from my driveway to my parking spot at work, there are hundreds of big rigs that drive this route daily (Laredo being the largest inland port).
The few times we DO get rain here the ONLY available route to my job has great variations of grip due to the "slick strip" that runs down the center both ways of my drive. The ABS would be there to help give me that little extra layer of protection during these times.
Unfortunately because it rarely rains here, the general populace just continues to drive in the rain as if they still had the same grip as on a sunny day and chaos ensues shortly thereafter. There are times when I do not even bother with my short drive to work on the few days it does because of the trucks backed up due to a collision blocking the road, and I am forced to call in a sickday

I just want the added security of ABS. Though I did take a liking to that Repsol edition. I call it The Christine Effect (after the book by S.King). I can't explain it, just something about it calls to me.

If I had not bought a new CBR in August, I would have bought the Repsol happily, even without ABS.
But then, I opted out of the ABS with my purchase as it was.
This has been a point of contention for me as well regarding bikes -- I simply don't see why the 'top trim' can't come in all colour schemes for that model year in the same market, as they are already making and selling them. Even from a sales standpoint the following would make more sense to me:
CBR250R base model -- Red, Black
CBR250R ABS model - Red, Black, White, REPSOL
If it were like the above, it might drive more people to spend more on the higher-tier (and higher profit) ABS model, as it has more colour options available to it. I know this has kept me from buying a 2012 CBR600RRA here (Canada) to some degree, as the RRA is only available in black and I don't like black bikes, whereas the RR model comes in a red/black mix I rather like -- but then I want a bike with ABS.
Anyhow just my 2 cents -- </rant off>

I understand completely, my original bike was gonna be the NC700X, but again something about this market where you can only get the the ABS option with the DCT (automatic) transmission. Everywhere else you can ADD the ABS to the Standard bike, but not in the U.S.A. This is ONE thing I really don't understand about how certain companies go about bundling certain packages.
You would think, as a "Top-O-Line" paint option, we could also get the ABS as well.
If American Honda offered the Repsol paint scheme with ABS, it would have an MSRP of $5099 USD... maybe they figure there wouldn't be enough buyers willing to pony up that much for a CBR250R. I wouldn't. Another $900 will get you into a CBR500R. It's all about price point.
