This happened at rush hour and this street is a very busy 6 lane road. Speed limit is 50km/h but 3 blocks north you cross a bridge that is 60km/h limit and most do 70-90.

the car was either going straight thru or making a left. A dangerous move and if you look at the street view, the city has a sign not allowing left turns at rush hour (for vehicles going north) all this car driver had to do is go 2blocks south to 4th or 1 block north to 1st as these intersections are controlled by a traffic light and much safer to cross.
the investigation will reveal what happened but from comments i read (some in the CTV link as well as elsewhere) the view of the bike was blocked by a bus/truck and i am guessing the car did a rolling stop(cars do it all the time here) - saw an opening and ran for it, with tragic results.
