Rear wheel resistance after replacing tire

Took the rear wheel off to have my local shop put on a new Pirelli tire. Had a hard time getting it back in between the swingarm, with getting the wheel to fit into the swingarm without knocking out the left or right collars.
It was a tight fit to get all that between the swingarm, and I did verify with my shop manual that right-side collar was longer than the left.

The next challenge was to get the rear axle to go all the way thru ... it would go in about 3-4", then stop.
Finally got the left side aligned enough and axle went thru.

However, even before tightening everything up, the wheel does not turn easily by hand like it did before, and I'm not sure why. I've changed wheels on other bikes before but never had problems like on this new to me 2012 CBR250R.

Tire is same size as old one, chain is not the issue, so cannot figure out what I did wrong.

If it isn't making sense, I would pull it off again and look it over closely. Spin the inside bearing races by hand to make sure the bearings feel right. Is the "cush drive" seated completely?

If that's good, try the install again. Does the brake rotor slide between the pads easily? Check that the wheel spins freely without the chain on.

It should spin very freely without a chain and not tightened down.

Thanks, I'll try taking off and inspecting. Did not mention it, but the chain and brake pads are not the issue. Thanks again!

With the wheel off the bike you could also run the axle through it and check how it spins.
