I understand the 2016 model has early (2016 one cylinder) and later (2017 two cylinders). And there is a difference in the headlight, in the first models one headlight, in the later a twin of headlights. I guess there are more differences.
The forum here is for the 2011-2013 models(+2014 Europe model).
Try asking at your local Honda's garage, I'm sure they'll give you reliable information there.
According to the list of Honda CBR250R: review, history, specs - BikesWiki.com, Japanese Motorcycle Encyclopedia The difference may be mainly in the engine (single-cylinder versus two-cylinder), but I'm not sure.

Look up actual part# of model-years of parts you want to interchange. This site has good info and parts-diagrams with part#: https://cmsnl.com

I've successfully exchanged parts by just examining parts-diagram photos even if their part# are different. I used Photoshop to copy & paste photo of parts from one model to another to "test fit" the part.
