I've had rusty tanks before that were remedied with a simple inline fuel filter and a good brand of fuel. If there are no pinholes in the tank, I would try this method first. Those coatings for the inside usually don't work out well, eventually flaking off inside the tank. You might give Electrolysis a try. It's cheap to put together and would make a great learning experience.
If you don't disparage, and If we do careful preparation work and according to the manufacturer's instructions, then the coating lasts for many years. BUT most of the time people disparage, and then it peels off.
The original Honda filter is large and quality, and can be cleaned and reused. That is what I did when I bought the motorcycle (after 70,000 km I still have the original filter).
I think that for my self, I would not give up removing the rust and providing a protective coating, and if the reason is to prevent the development of holes in the future, then yes, that is a good enough reason in my opinion.
We just should do the cleaning and coating process thoroughly and do not disparage.
With my personal curiosity, I probably wouldn't give up on electrolysis, maybe even check zinc plating as well, which is also done by electrolysis (the same set up for rust removed, just a different solution).
