I thought I read somewhere that the valve shims were shared with some previous models?
This is the first Honda in India with valve shims being used as a means of setting the clearances. Having so many different thicknesses, one has to wait until the full kits come before the service centres can start installing/changing the existing ones. Our service centre mechanics are seeing these shims for the first time. They have also been trained to remove the camshaft instead of sliding the rocker arms out of the way :(

Fabricating it is a bit of a nuisance because it is a hardened piece of special steel, and requires numerous steps if you start with unhardened steels. If hard metal is used, it is difficult to get the exact diameter (7.46mm). Fortunately 7.5mm fits as well (standard die punch size) without any drama, and the procedure consists of parting with an abrasive disc and surface grinding.
