Check clutch cable free-play. It may be too loose that the clutch is not disengaging all the way. Tighten it up if that's the case and see if problem persists.

Check oil level. The transmission shares oil with the engine.

Check the shift lever itself to see if there's anything obstructing movement.

If everything looks fine and it still won't shift, do bring it to the dealership.

The shaft which the shift lever pivots on should be taken apart, cleaned, and re-greased every once and awhile. One of the first things I did when my bike was new, and have done it twice since then. It takes about 10 minutes to do, and keeps the shifting nice and smooth.

beyond the above excellent advice,, it would be helpful
in diagnosing possible causes if you describe exactly
when/how this sticking lever started..
what were you doing.. how did it feel, how did you
respond.. did anything, seem to have any effect on it..

if it started suddely, without any warning etc,
then that is also a potential diagnostic factor..

how many miles on it.. when last serviced..
has it ever happened before, even a little bit..

if it was me and given the good advices above,
id be phoning the dealer if i couldnt fix/effect it
by external maintenance, before, riding it
incl riding it into the dealer..

lastly does it make any difference
if you deliberatly increase revs
for a moment as part of downshifting..
it should need only a fairly gentle tap down..

I had this problem after I dropped the bike. The lever is probably bent slightly - maybe not even enough to notice on a visual inspection, but enough that the downshift is f8cked. You need to get the lever straightened and re-fitted. If you have the right tools you can probably do it yourself, but I reckon to get your Honda service guys to do it is probably safer.
