A CBR250R is a good choice as your first cycle IMO, but as noted - check the price. We are used to seeing USD numbers, so it may not be that far off in CAD.
Almost any used cycle needs tires, so be prepared to spend the money. Check the date on the sidewall - it's 4 numbers in an oval like "2611" - which is the 26th week of 2011. Any tire over 5 years old should be replaced.
First thing I look at on a used cycle is the condition of the chain and rear sprocket. If they look bad it's a good indication the cycle has not been maintained well.
Another important thing is to get training. No time to learn to operate a cycle on the street.
