Ok, my 2013 cbr 250r was dropped in my garage and the handle bar was bent and also noticed the throttle had to be rolled back because it wont snap back by itself, so i figured i change the handle bar and it will fix the problem but got the same issue with new handle bar as well. the problem seems to be the small metal that is sticking out that pushes the handlebar to the tube hence, not allowing throttle to snapback.

Anyone know how to address this? the metal thing doesn't seem to have anything to adjust it. Confused on what that even is. I have circled it with red in the image attached.
