I wouldn't do that to my bike. As you say, it cuts down on the amount of light.
IMHO, in the U.S. 2 wheeled transportation, motorized or not, is still an odd-ball thing to do. We're a minority and drivers often don't recognize/respect us as vehicles sharing the road. Anything that helps us stay safer on the road is a good thing (and that includes having all of the headlight showing)..
It might be different in Thailand where someone on a bike could be anyone's son, daughter, parent or friend...
